A wave a administrative reform is traveling through many of the former socialist nation of the East. This reform is badly needed so that the old socialist administrative structures to be replaced by new more flexible ones. But what is European Administration really?
This term is used to describe the new ideologies , practices and concepts that are meant to create a more flexible , client oriented and transparent administrative system . All this ideologies have as key ideas the fact that the public institutions should act as companies from the private sector , they should build a image with the help of specialized brand managers , they should take in consideration the needs of their costumers ....Yes you heard well .
The new administration should treat the service consumers as costumers , as private organizations do , and to be more open to competition and improvement.
A other point that European Administration stresses is the fact that in institutions the hierarchy should be less important then the actual activity of the institution , employees should focus more on their professional tasks and to improve the quality level of their work then to focus to promote in a higher professional position . A very important idea is that institutions should be more autonomous so that they can focus better on the problems of the communities in which they activate . This was a wider presentation of the concept , i will make a list of the key elements that will highlight the strong and weak spots :
1) A more client oriented approach - this means that the public institutions will treat its consumers as private companies treat their clients.
2) A financial reform in the administration of a institutions money - money will be more carefully administrated so that it can facilitate economy and prevent bankruptcy .
3) The orientation of institutional activity more to progress , quality and innovation . Eliminating rigid hierarchies - Quality of work will rise if the old rigid hierarchies are eliminated , this will reduce pressures from employees from a higher level (managerial) to the ones from the lower levels (executive).
4) Eliminating ritualism , power abuse and autocracy - Ritualism derives from the repetitive character of bureaucratic procedures , making the system more oriented to the market will make its activity more diverse eliminating repetitive tasks.
5) Developing a diversity management - This means that differences should be celebrated not discouraged , that people see the world differently and many amazing ideas come from groups where diversity is valued.
6) Secular institutions - no religious objects or symbols should be kept in public institutions. Being institutions that serve the general public they should keep a note of neutrality from the religious environment.
7) Professional employees in the public sector - most employees should have a college degree in the fields of public administration where they activate.
This wold be the key tactics that E.A. is proposing to implement in the member states. But is easier said then actually done . This administrative reform faced a lot of difficulties when implementing in the states of the former communist block . This difficulties were generated by a number of factors like:
1) Very rigid bureaucracies that are hard to reform .
2) The big influence that the politics have on the administration.
3) Lack of transparency in public decision making.
4) Nepotism.
5) The centralized character of the administration.
6) A legislation that has many gaps regarding the public administration.
Some steps were made in the way of the reform considering that many of the major universities from the states of the former socialist block have faculties of European Studies that give the chance to students to apply for study programs in the field of traditional administration or european administration.
The problem comes when the students finish their bachelors degree and want to integrate in the administrative system. Lack of transparency and nepotism makes it very hard for a person that has no ties with somebody that holds a position in this field to get a job there .
Many times the ones who are given this positions are not selected because of their professional abilities , the majority of times are selected do to their connection to some political formation or through nepotism .
The reform of administration will have a slow evolution but its a necessity for a well functioning democratic state. The course of time will bring new generations in this countries that will a bigger opening to the new and will understand that only through work and honesty a country can progress.
